Dr. Rosen is a consultant in psychometrics. He is a licensed psychologist and psychometrician with a Doctorate in Measurement, Evaluation and Techniques of Experimental Research from the University of Pennsylvania. Dr. Rosen has worked with licensure and certification examinations since 1983.
Dr. Rosen is a former Vice President of the Professional Examination Service (PES), a testing company in New York City, where he was responsible for the development and administration of over 60 national licensure and certification examinations. From 1994 to 2001, Dr. Rosen was a consultant to Prometric (formerly Sylvan Prometric) where he assisted current and prospective Prometric clients in the transition from paper-and-pencil testing to computer-based testing, managed client relationships and served as an internal consultant to Prometric staff on testing issues.
Prior to his work with credentialing examinations, Dr. Rosen worked on the development of several batteries of performance tests for selected populations including individuals with mild to severe developmental disabilities, histories of chronic unemployment and behavioral disabilities. Many of these tests are still in use throughout North America and in parts of Asia, the Middle East and Europe.
Dr. Rosen has written about and made presentations on credentialing program development, practice analysis, standard setting and computer-based testing. He is a co-developer of a criterion-referenced method for setting passing scores on licensure and certification examinations.
Dr. Rosen has completed the NFPA 3000 (PS): Active Shooter/Hostile Event Response; Plan, Respond, Recover Program Specialist training course offered by the National Fire Protection Association.
